Cecily came about due to Charlotte's abolitionist involvement prior to the Civil War. It's why she leaves VA and changes identities, and how she ends up with the three children. There are some PotC novels where the reason Jack gets into trouble initially with Lord Cutler Bennett is that he refuses to deal in slaves, and so did Charlotte's father, so Charlotte has a long history in the abolitionist movement. It followed, to me at least, that as a wealthy woman, she'd take the opportunity when she was able, to free slaves.
